A free app that turns a PC or smartphone into a dedicated "kids'" or "work" device, just by choosing your settings. Windows and Android versions are available, and this site, the Windows version, and the Android version all support English too (the Android version automatically follows your device language). Computer Check-Up・PC AI Doctor brought together the tune-up know-how from these projects and added features that let you restrict how the device is used.

In either case, setting a password means only the person (admin) who set it up can turn restrictions off. It also works without a password.
Opening "PC-tool.exe" shows a window with several tabs. Tick checkboxes and press buttons to combine only the features you need. Turning a restriction on works right away; turning it off asks for a password only if one has been set (if not, anyone can turn it off). A log at the bottom of the window shows the result of each action.
The Android version, "Mobile PC Comfort Tool," is also free. It covers the basics: choosing apps to block, setting usage hours, and requiring a password to turn restrictions off. It also has a "Block Social Media Apps" feature for apps installed on the device — LINE, X (Twitter), Instagram, TikTok, and more — a "Block Risky Messaging Apps" feature for apps such as Telegram, Signal, and WhatsApp that have recently been linked to scams, criminal recruitment, or contact with strangers, and an "Auto-Detect Communication Apps" feature that finds apps the OS classifies as social/messaging even without knowing their names in advance — including new apps not yet in the built-in lists. There is also an experimental "Incoming Call Restriction" feature: only registered phone numbers are allowed, calls from unregistered numbers can be rejected outside usage hours, and in child-phone mode, unregistered numbers can be silenced (no ringtone or vibration). Callbacks from numbers you called are allowed, and you can choose to automatically delete the call log for rejected/silenced calls. If your phone's language is set to English, the app automatically displays in English — no manual switch needed.
Turning a restriction on can be done right away. Turning it off asks for a password, which stops anyone but the person who set it up from removing it without permission. If no password has been set, anyone can turn it off without confirmation. Before changing or reverting settings, a backup of things like the hosts file, DNS, wallpaper, and browser data is kept automatically, so the original state can be restored as much as possible.
An "Uninstall" option is also available. It resets, all at once, everything this tool changed — the page file, wallpaper, desktop, mouse settings, site and software restrictions, and more — back to the PC defaults, and lets you choose at the end whether to delete the tool's own folder too.
Supported OS (Windows version):Windows 10 / 11 (some items require administrator rights)
Supported OS (Android version):Android 8.0 and later. Since it is installed directly from an apk file rather than through Google Play, you will need to allow "install unknown apps." The Accessibility permission is also required for the app-blocking feature.
Supported browsers:Site restrictions and data clearing mainly target Google Chrome and Microsoft Edge. The industry-restricted browser mode (allowed sites only) also partly supports Firefox, but other browsers are not supported.
USB/DVD restriction by file type:This is a simplified version: rather than blocking the copy itself, it changes the file extension of matching files on the inserted media so they cannot be opened. This can always be undone by turning the restriction off.
Block software installation (stronger restriction):Because this removes administrator rights from the current account, a step is included to enable a hidden administrator account and have you record its password first, as a safety net. As this is an important operation, the tool shows a detailed explanation and confirmation before it runs.
This app was just released. We recommend backing up any important data first and trying it on a PC where the impact would be minimal.

Incoming call restriction (Android version, experimental):Requires call log access permission and setting the app as the OS's "call screening app" (both can be done from within the app). This does not replace your default phone app.
For iPhone (iOS) users:We are very sorry, but this tool does not support iPhone (iOS). We do not have a development environment for it, so we are unable to build an iPhone version ourselves.
